Harrow Council says it has to make “tough financial decisions” and cannot keep all the borough's libraries open.
The comments come following the start of a campaign from North Harrow Community Partnership to save North Harrow Library, in Pinner Road.
Harrow Borough Council's cabinet member for community and culture Sue Anderson said: “My son grew up using Harrow’s libraries and I have many happy memories of time spent there.
"I understand how important they are to the community. This is why we are working hard to ensure that access to libraries and the resources they provide from books, training, and access to the internet are preserved.
"However, unfortunately as a council we have to make some tough financial decisions. The reality is that we cannot keep them all open and provide other vital services elsewhere. We are currently consulting on a range of options, but there are ten libraries across Harrow and some of these are very close to each other."
As well as North Harrow, the council is currently consulting on the closure of four of the borough's libraries including Bob Lawrence Library, in Edgware, Hatch End Library, in the Harrow Arts Centre, and Rayners Lane Library, in Imperial Drive.
Cllr Anderson added: “Although no decisions have been made it is only right that we consider all the options available to us.
“The potential closure of North Harrow could save us over a hundred thousand pounds a year and there are two other libraries just over a mile away that can provide a similar range of services.”
