I have noticed that many rented properties in Harrow are always overcrowded with open dustbins and rubbish everywhere.
Tenants think they pay rent so they are not responsible for anything.
However, neither the tenants nor the landlords do any gardening, fencing, or cleaning of the front gardens and this causes a lot of problems to neighbours.
The tenants and landlords throw their responsibilities to each other like an yo-yo and innocent people have to suffer. Landlords must be aware of the mess, but turn a blind eye and probably live in a posh area, where they are simply counting the money and watching their bank balances increase.
I think there should be fine system for those landlords who do not keep their property in a good condition and ignore health and environmental issues.
