A man was fined more than £400 after he was caught on camera dumping large foam blocks in the street.
Cleaner Ali Salam Saket, of Bacon Lane, Edgware, was caught red-handed dumping the waste on the pavement in Rembrandt Road, Edgware.
He was reported by people living near the scene and at Willesden Magistrates’ Court last week he pleaded guilty and was fined £420 for fly-tipping.
Harrow Borough Council cabinet member for Environment Varsha Parmar said: “It is unbelievable a cleaner can think it is right to throw rubbish on the street like this knowing someone else will have to pick it up.
"These residents have shown great community spirit reporting this individual so he can face up to his actions.”
